U.S. and France Upgrade PLO Diplomatic Ties The United States and France have upgraded the diplomatic representation of the Palestine Liberation Organization (PLO) in a move signaling the two countries' confidence in Palestinian President Mahmoud Abbas who heads the PLO. Although small and symbolic, the U.S. and French move is seen as putting Washington and Paris closer to recognizing Palestinian statehood. Furthermore, the upgrading of the PLO diplomatic representation in Washington and Paris is bound to enhance the negotiating position of Abbas who is locked in tough and difficult peace talks with Israel to attain Palestinian statehood. The U.S. upgraded the protocol for the Palestinian mission in Washington on July 23, in a symbolic show of confidence in Abbas. The White House reportedly said that the U.S. has agreed to undergo a protocol change which would allow the Palestinian mission to become the "General Commission of the PLO" in Washington.
