Lebanon's "national unity" Cabinet got its first taste of disunity last month when a visit to the Lebanese-Syria border by a U.S. security delegation threw government officials into disarray. The confusion with which government officials dealt with the U.S. team's visit to al-Masnaa border crossing in the eastern Bekaa Valley seems to have cast doubts on the Lebanese state's credibility, especially with regard to the country's commitments under international agreements, according to the Beirut daily AN NAHAR on May 1. Lebanon's Foreign Ministry criticized the U.S. team's visit, saying in a statement on April 29 it was not informed in advance about it. It added that the visit violated the Vienna Convention on Diplomatic Relations, which states that such missions should be coordinated with the host country's Foreign Ministry. Interior Minister Ziad Barroud described the visit as "normal."
